Climate Change and the Save Basin
Theme: Mobilizing solutions for Climate Change Adaptation: advancing risk management
Dates: 15-17 June 2009

Background
Droughts in Zimbabwe and other extreme climate events are likely to increase in frequency and intensity as a result of climate change, and traditional coping mechanisms are likely to become insufficient. Available evidence from observational evidence and models confirm that the climate system is undoubtedly being affected by warming and it is much likely to be due to increased atmospheric concentrations of greenhouse gases arising from human activities. These changes are expected both to significantly disturb weather systems and climate and to have a major impact especially on society, economy and ecosystems. It is therefore necessary to strengthen the resilience and adaptive capacity of the vulnerable and to prepare them to respond to drought and other climatic stresses in the long-term. In recognition of this need, the UNDP and GoZ with financial support from the GEF is implementing the five year “Coping with Drought and Climate Change” project to pilot innovative adaptation measures at community level in Chiredzi district. Baseline studies conducted under the CwD project revealed that lack of local level climate change information and limited knowledge among agencies supporting small-holder farmers on how to mainstream climate change concerns into development programmes are major barriers to long-term adaptation.
In recognition of the need to address this information and knowledge gap, the UNDP/GEF CwDaCC project in partnership with the E-Mindset project are implementing a 3-day training workshop for stakeholders in the Save Basin, with special emphasis on Buhera and Chiredzi district where the two projects are being implemented. This workshop is intended to be a forum for discussion, knowledge sharing, identifying gaps, challenges and opportunities for climate risk management across the Save Basin. The workshop will pay special attention to the links existing between climate change and food security, water and energy sustainability and other highly debated issues such as biofuel production.
Goal: To promote integration of climate change concerns into planning processes and development frameworks at local levels.
Purpose:
The purpose of the workshop is to explore means and opportunities for enhancing adaptation to climate change in the Save Basin. The long-term vision of this effort is to assist in the development of resilient rural livelihoods and ecosystems that have the capacity to address the challenges and opportunities of both current climate and future climate change conditions. Two sectors, agriculture and water will be the focus of the workshop with climate information, climate risk management and role of energy and technology in adaptation being cross-sectoral or integrating themes.
Specific objectives
• To raise stakeholder awareness and understanding of climate change issues across the Save Basin.
• To enhance knowledge on climate change adaptation among stakeholders in the Save Basin
• To develop capacity among relevant Save Basin based Government, NGOs and community leaders to mainstream climate risk concerns in development programmes.
• To have dialogue on challenges and opportunities for climate change adaptation in the Save Basin.
• To raise awareness on the role that energy can play in climate change mitigation and adaptation in the Save Basin.
Outcomes of the training
• Change in planning practices towards integration of climate risk management
• Change in practices towards energy (Nobert .. phrase this)
• Pilot demonstration projects on cost-effective and policy oriented innovative adaptation measures developed and implemented
Who should participate?.
Government Agencies, NGOs and local leadership drawn from Chiredzi and Buhera districts.
Target trainees (this requires a bit more screening…20-25)
(E-Mindset would maybe 6 ward level reps ie councilors and 6 or so district level reps ie CEO, project officers or extension officers.) We would also have two from SCEE and two from Ministry of Energy. … these can be varied.

- Breakout theme 1:Challenges and Opportunities for transforming current rural livelihoods/practices to cope with climate related risks
- Breakout theme 2: Knowledge sharing for Drought/Climate risk management in the Save Basin (including lessons from indigenous knowledge systems)
- Breakout theme 3: Energy (extend of energy poverty and impact on environment, potential for energy development)
- Plenary
- Planning the future (with a focus on water and agriculture across the Save Basin)
